      <title>Scanlon, Thompson, Friedman Introduce Legislation to Prevent Pedestrian Fatalities and Make Streets Safer for All Road Users</title>
      <description>&lt;p&gt;&lt;strong&gt;Washington, D.C.&lt;/strong&gt; — Congresswoman Mary Gay Scanlon (PA-05), Rep. Mike Thompson (CA-40), and Rep. Laura Friedman (CA-30) today introduced the Pedestrian Protection Act to address the rapid rise in pedestrian fatalities related to increased SUV and pickup truck size, by requiring the National Highway Traffic Safety Administration (NHTSA) to develop vehicle safety standards to protect pedestrians, bicyclists, and vulnerable road users. The bill would implement standards for dangerous features like vehicle height and hood and bumper design, and a minimum visibility standard to reduce blind zones.&lt;/p&gt;
&lt;p&gt;Over the past 15 years, pedestrian deaths resulting from car crashes have risen by 80 percent. During this period, many popular vehicle models in the United States have become larger, higher, heavier, and include more blunt features. A growing body of research demonstrates the link between SUVs and pickups with these design features and increased risk for pedestrians, especially children. Larger vehicles have reduced driver visibility, leading to higher rates of crashes with pedestrians, including cyclists and children.&lt;a href="https://www.iihs.org/news/detail/suvs-other-large-vehicles-often-hit-pedestrians-while-turning" data-outlook-id="04702af4-a6ba-499b-a535-9806d416cc65" title="https://www.iihs.org/news/detail/suvs-other-large-vehicles-often-hit-pedestrians-while-turning"&gt;&lt;u&gt;&amp;nbsp;&lt;/u&gt;&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;“As cars and pickup trucks have become bigger and heavier, we are seeing pedestrian fatalities reach historic highs, and newer vehicles often leave drivers unable to fully see their surroundings, including pedestrians, children, and bicyclists,” &lt;strong&gt;said Rep. Scanlon&lt;/strong&gt;. “With larger, heavier, higher vehicles becoming more popular in the United States, we cannot ignore the growing body of research that links such vehicles to increased risk for pedestrians. I’m proud to introduce the Pedestrian Protection Act to push for vehicle safety and visibility standards to address these risks and design flaws and prioritize the safety of our children and families.”&lt;/p&gt;
&lt;p&gt;“The large, square hoods of modern SUVs and trucks have created dangerous blind spots for drivers, and these kinds of vehicles are 45 percent more likely to kill a pedestrian in a crash. That’s why I’m co-leading this bill with Rep. Scanlon to improve vehicle safety standards and establish a minimum visibility standard for cars to reduce blind spots and to protect pedestrians, cyclists, and everyone else on the road,” &lt;strong&gt;said Rep.       <title>Statement from Congresswoman Scanlon on Republican Reconciliation Bill</title>
      <description>&lt;p dir="ltr"&gt;&lt;strong&gt;Washington, D.C.&lt;/strong&gt; —&amp;nbsp; Congresswoman Mary Gay Scanlon (PA-05) today released the following statement on Republicans’ reconciliation bill:&lt;/p&gt;
&lt;p dir="ltr"&gt;“Today, House Republicans joined their Senate counterparts to pass a partisan budget bill that turbocharges corrupt immigration enforcement, at the expense of Americans’ civil rights and economic security.&lt;/p&gt;
&lt;p dir="ltr"&gt;Last summer, with the passage of their Bill Ugly Bill, Republicans handed ICE and CBP $170 billion while slashing healthcare and nutrition support for millions of Americans. ICE has spent only $70 billion of that amount, yet our Republican colleagues just voted to send them $70 billion more.&lt;/p&gt;
&lt;p dir="ltr"&gt;As the abuses of this administration’s immigration enforcement mounted, and were laid bare - to the country, and the world - with the chaos and violence inflicted on American communities by armed and masked federal agents, as law abiding neighbors were detained and deported without due process or humanity, as families were torn apart, and American citizens were killed on our city street by federal agents, Democrats demanded that the responsible agencies be reined in and reformed. Republicans refused to enact any reforms, and chose to send even more money to the rogue agencies.&lt;/p&gt;
&lt;p dir="ltr"&gt;Republicans also rejected our amendments to ban the President’s use of taxpayer dollars to create a slush fund to cut checks for his allies, whether cop beaters and conspiracists, Proud Boys and pedophiles, or insurrectionists and election deniers.&lt;/p&gt;
&lt;p dir="ltr"&gt;All of this is happening while gas prices are skyrocketing because of the President’s illegal war in Iran, and life is completely unaffordable for hardworking Americans. Instead of funding ICE and CBP, we should be funding healthcare and bringing down everyday costs.&lt;/p&gt;

      <title>Scanlon Introduces Legislation to Prevent the Postal Inspection Service from Conducting Mass Surveillance</title>
      <description>&lt;p&gt;&lt;strong&gt;Washington, D.C. &lt;/strong&gt;— Congresswoman Mary Gay Scanlon (PA-05) today announced the introduction of the Postal Data Privacy Act, legislation that requires law enforcement to obtain a court order to legally access certain postal information through the U.S. Postal Inspection Service (USPIS).&lt;/p&gt;
&lt;p&gt;Current law states that law enforcement agencies can request a “mail cover” investigation from USPIS without a stated reason, and if approved, postal workers can record information on the exterior of letters and parcels before delivery and provide it to the requesting law enforcement agency. This information can include an individual’s bank, subscribed publications, and even political and religious affiliations that can be used in a court of law and stored for up to 8 years.&lt;/p&gt;
&lt;p&gt;“Millions of Americans rely on the U.S. Postal Service to handle personal information like tax documents, medications, and mail-in ballots,” &lt;strong&gt;said Rep. Scanlon&lt;/strong&gt;. “It is vital that unregulated surveillance powers be reined in to further prevent this administration’s weaponization of federal agencies. The American people deserve to know that their First and Fourth Amendment rights remain protected.”&lt;/p&gt;
&lt;p&gt;Following the Trump Administration’s order to divert USPIS resources to assisting with aggressive deportation efforts by the Department of Homeland Security (DHS), Rep.       <title>Scanlon, Larson Lead House Colleagues in Demanding Answers on Impact of Social Security Staffing Cuts</title>
      <description>&lt;p&gt;&lt;strong&gt;Washington, D.C.&lt;/strong&gt; — Congresswoman Mary Gay Scanlon (PA-05) and Rep. John Larson (CT-01), Ranking Member of the House Social Security Subcommittee, are leading 74 House Democrats in demanding answers on the impact of broad Social Security Administration staff reassignments.&lt;/p&gt;
&lt;p&gt;Earlier this year, SSA reassigned employees from its Disability Adjudication, Financial and Management, Field Office Services, Risk and Quality, Digital Services, and Chief Information Officer units to assist in monitoring its public call-in phone line in an attempt to address high wait times. These staff cuts have resulted in reduced in-person services, office closures, and service delays for beneficiaries.&lt;/p&gt;
&lt;p&gt;“We write to express our deep concern with the Social Security Administration’s decision to reassign thousands of Social Security Administration (SSA) employees away from their primary, essential duties in order to address excessive wait times on SSA’s toll-free number for customer service,” &lt;strong&gt;the members wrote&lt;/strong&gt;. “While we understand the need to reduce wait times for calls, the blanket reassignment of personnel from other high-priority tasks appears to have exacerbated backlogs and extended overdue processing times in other critical areas of the SSA. We, along with our constituents, are gravely concerned that these reassignments are creating new barriers to prompt service and delivery of benefits to the public, and request additional information on the full impact of this policy.”&lt;/p&gt;
&lt;p&gt;“These employee reassignments have the potential to cause massive service delays and add to SSA’s already overwhelming case backlog, which stands at 6 million pending cases at SSA processing centers and 12 million transactions in field offices,” &lt;strong&gt;the members continued&lt;/strong&gt;. “While on paper, the reassignment may shorten wait times for calls regarding unprocessed claims and paperwork, if the people responsible for processing those claims are unable to do their jobs, it will only delay the receipt of benefits and lead to worse outcomes for the individuals SSA is meant to serve.”&lt;/p&gt;
&lt;p&gt;Reassigned employees are also receiving less-than-adequate training - often only receiving three hours of training before being assigned to phone duties the same day - and are unable to professionally handle cases for individuals in crisis or with time-sensitive needs. With a loss of 74,000 employees due to staffing cuts in 2025, the reassignment of employees with little to no training is a major concern.&lt;/p&gt;
&lt;p&gt;“Under these circumstances, reassigning staff away from critical benefit processing is deeply harmful to the 73.9 million retirees, disabled workers, their spouses, and their children who rely on Social Security’s assistance,” &lt;strong&gt;the members concluded&lt;/strong&gt;.&lt;/p&gt;

      <title>Scanlon Introduces Legislation to Ensure Access to Legal Counsel in Child Protection Court Proceedings</title>
      <description>&lt;p dir="ltr"&gt;&lt;strong&gt;Washington, D.C.&lt;/strong&gt; — Congresswoman Mary Gay Scanlon (PA-05) today introduced the Right to Representation Act, to ensure children and families have access to legal representation to protect their rights when they must navigate the complex child welfare system.&lt;/p&gt;
&lt;p dir="ltr"&gt;Currently, the right to counsel in child welfare protection proceedings is inconsistent across the country. Some jurisdictions have a guaranteed right to counsel, others have limits on appointed counsel depending on the age of the child or duration of the case, and some have no right to counsel at all. Access to legal representation in child protection cases can help facilitate communication between parties, identify resources, and prioritize the well-being of the child. The Right to Representation Act would amend Title IV-E of the Social Security Act to direct states to guarantee independent legal representation for children and parents involved in child protection court proceedings.&lt;/p&gt;
&lt;p dir="ltr"&gt;“Child protection proceedings are by nature stressful, and children and families need help to navigate the complicated legal and emotional terrain,” &lt;strong&gt;said Rep. Scanlon&lt;/strong&gt;. “The Right to Representation Act will assist not just children and families but also family courts as they seek to ensure the best interests of the child.&amp;nbsp; I’m proud to introduce this legislation in order to promote access to justice for our most vulnerable children and parents.”&lt;/p&gt;

Scanlon spent decades as a child advocate, representing children in the abuse and neglect system, students in public schools, and children with disabilities.       <title>Scanlon Introduces Legislation to Crack Down on Corporate Crime, Restore Trust in Our Justice System</title>
      <description>&lt;p dir="ltr"&gt;&lt;strong&gt;Washington, D.C. &lt;/strong&gt;— Congresswoman Mary Gay Scanlon (PA-05) today announced the introduction of the Corporate Prosecution Reform Act and the Department of Justice Integrity Act, legislation to strengthen federal enforcement against corporate crime, increase transparency and accountability at the Department of Justice, and address the widespread perception that powerful corporations and white-collar offenders operate under a separate, more lenient, set of rules than the rest of the criminal justice system.&lt;/p&gt;
&lt;p dir="ltr"&gt;The legislation comes amid a decades-long decline in corporate prosecutions, which have reached a 40-year low, and growing concern over the Department of Justice’s increasing reliance on deferred prosecution agreements (DPAs) and non-prosecution agreements (NPAs) to resolve major corporate crimes. These agreements frequently allow corporations to avoid criminal prosecution in exchange for fines, compliance measures, or other negotiated terms.&amp;nbsp;&lt;/p&gt;

&lt;p dir="ltr"&gt;&lt;strong&gt;&lt;span style="text-decoration: underline;"&gt;The Corporate Prosecution Act&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p dir="ltr"&gt;The Corporate Prosecution Reform Act would reform the Department of Justice’s use of deferred prosecution agreements and non-prosecution agreements in corporate crime cases. These negotiated agreements have allowed billion-dollar offenses to be resolved by a contract between the prosecution and the accused with little judicial oversight or public scrutiny.&lt;/p&gt;

      <title>Congresswoman Scanlon Introduces Legislation To Facilitate State Prosecution of Criminal Actions by Immigration Agents</title>
      <description>&lt;p dir="ltr"&gt;&lt;strong&gt;Washington, D.C. &lt;/strong&gt;– Congresswoman Mary Gay Scanlon (PA-05), Ranking Member of the Judiciary Committee’s Subcommittee on the Constitution and Limited Government, today introduced the No Special Immunity for Violating Our State Laws Act, legislation to ensure that states don’t have to fight through legal roadblocks to prosecute appalling criminal actions by ICE or other rogue federal agents.&amp;nbsp;&lt;/p&gt;
&lt;p dir="ltr"&gt;The Trump administration has unleashed masked and armed federal immigration forces onto American streets to terrorize communities with dangerous and unlawful tactics. Rogue agents have seriously injured people across the country, and left Americans dead in Minnesota and Texas. In the aftermath of these events, administration officials have tried to evade accountability by withholding evidence, promoting disinformation, and blocking investigations. For example, after blocking state officials from investigating the shooting of Renee Good, ICE reinstated the agent who shot and killed her. No matter where in America this administration targets, it’s clear that everyone’s rights are at stake. That’s why state and local officials need to be able to challenge such federal abuses.&amp;nbsp;&lt;/p&gt;
&lt;p dir="ltr"&gt;Contrary to White House claims (especially by Stephen Miller and Vice President Vance), ICE agents don’t have absolute immunity from state criminal prosecution under the law. However, a legal doctrine known as “supremacy clause immunity” can make state prosecutions of federal officers difficult to pursue. If state prosecutors bring charges, they are likely to face a drawn-out battle to overcome claims of federal immunity before even getting to trial. These procedural barriers can take years to resolve or even cause courts to dismiss charges on the basis of federal immunity.&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p dir="ltr"&gt;“If violent federal immigration agents descend on our neighborhoods and break our state laws, they must be held accountable,” &lt;strong&gt;said Rep. Scanlon&lt;/strong&gt;. “We need to make clear that immunity claims can’t be used to block a state’s ability to protect the people who live within its borders, including by prosecuting outrageous misconduct by federal agents.”&amp;nbsp;&lt;/p&gt;
&lt;p dir="ltr"&gt;The No Special Immunity for Violating Our State Laws Act would ensure that any person engaged in immigration enforcement who kills or seriously injures another person cannot claim immunity from state criminal prosecution. That means states will have a clearer, quicker path to ensuring justice and holding accountable unrestrained federal forces that try to wreak havoc on our communities.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;The Congressional Art Competition is an annual art competition open to students in grades 9 to 12 who reside in Pennsylvania’s 5th Congressional District. Participating students are offered the opportunity to showcase their talent by submitting original artwork for a district-wide competition. The winning artwork hangs in the U.S. Capitol complex for a full year.&lt;/p&gt;
&lt;p&gt;“Every year, I look forward to the Congressional Art Competition to view our community through the eyes of our student constituents,” &lt;strong&gt;said Rep. Scanlon&lt;/strong&gt;. “As we prepare to celebrate our country’s semiquincentennial, I was impressed with our student artists’ personal, cultural, and social expression in relation to the theme. I look forward to seeing this year’s winning piece by Erin Griffis displayed in the Cannon Tunnel later this summer.”&lt;/p&gt;
&lt;p&gt;A panel of volunteer judges scored submissions for originality, craftsmanship, use of elements of art, and use of principles of design in 4 categories: painting, drawing, photography, and mixed media.&lt;/p&gt;
&lt;p&gt;This year’s best in show was awarded to Erin Griffis from Sun Valley High School for her photograph, “Tears of the Flag.”&amp;nbsp;&lt;/p&gt;
&lt;p&gt;In addition to her artistic prowess, Erin Griffis also serves her community as a volunteer firefighter in Aston. Upon graduation, Erin will be apprenticing with Steamfitters Local 420 in Philadelphia.&lt;/p&gt;

      <title>Congresswoman Scanlon Introduces Legislation to Help Americans Fight Back Against Corporate Price Fixing </title>
      <description>&lt;p&gt;&lt;strong&gt;Washington, D.C.&lt;/strong&gt;&amp;nbsp;— Congresswoman Mary Gay Scanlon (PA-05) this week introduced the Competitive Prices Act, legislation that would make&amp;nbsp;it easier to hold companies accountable for illegally raising prices, restricting wages, or creating artificial shortages of goods and services.&amp;nbsp;The bill works to remedy the impact of misguided court decisions over the past 20 years, which have&amp;nbsp;undermined the ability of both federal enforcement agencies and private parties to sue corporations for violating antitrust laws.&lt;/p&gt;
&lt;p&gt;Rep. Scanlon has been a staunch advocate for legislative reform to address predatory business practices that boost corporate profits at the expense of consumers. Proving illegal collusion between corporations historically required evidence that two or more firms had explicitly agreed to coordinate price changes. However, with more industries becoming dominated by just a few firms, companies are able to coordinate price increases to match those of their competitors without the presence of an explicit agreement.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;“Americans already struggle to afford groceries, rent, and home appliances. While the President’s disastrous economic policies are partially to blame, corporate greed and price fixing are also central to the growing cost of living crisis Americans face,”&amp;nbsp;&lt;strong&gt;said Rep. Scanlon&lt;/strong&gt;.&amp;nbsp;“Limited competition allows big business to informally conspire to raise prices on consumers. Congress must use its power to correct caselaw that has prevented effective antitrust enforcement that would stop this illegal behavior. The Competitive Prices Act would increase accountability for companies that manipulate markets to soak consumers.”&lt;/p&gt;
&lt;p&gt;"When the entire marketplace is rigged to allow competitors to charge the same inflated price, that's not competition. That's coordination,"&amp;nbsp;&lt;strong&gt;said Lee Hepner, Senior Legal Counsel at the American Economic Liberties Project.&lt;/strong&gt;&amp;nbsp;"What the law used to condemn as illegal price fixing has been supplanted by covert data exchanges and shared pricing algorithms that conceal rather than expose the root cause of higher prices and artificial shortages. The Competitive Prices Act re-establishes guardrails to prevent a culture of casual collusion. Americans shouldn't need a smoking-gun email to prove they're being ripped off."&lt;/p&gt;
&lt;p&gt;"This is about whether families have a fair shot, either in the marketplace itself or in court,"&amp;nbsp;&lt;strong&gt;Hepner continued&lt;/strong&gt;.&amp;nbsp;"When companies can coordinate to raise the price of putting food on your table or keeping a roof over your head, and the law says there's nothing anyone can do about it, something is broken. This bill starts to fix it."&lt;/p&gt;

      <description>&lt;p dir="ltr"&gt;My office is hosting a “Passport Day” in partnership with the Philadelphia Passport Agency to make the passport renewal and application process more convenient for you. You’ll be able to submit your passport renewal application or apply for the first time. Routine and expedited service options are offered based on current State Department timelines.&lt;/p&gt;

    &lt;p dir="ltr" role="presentation"&gt;You must submit original proof of U.S. citizenship (e.g., U.S. birth certificate, U.S. passport, Certificate of Naturalization/Citizenship, or Report of Birth Abroad). These documents will be returned by mail after your passport is processed.&lt;/p&gt;

    &lt;li dir="ltr" aria-level="1"&gt;
    &lt;p dir="ltr" role="presentation"&gt;You must bring valid identification, such as a driver’s license or photo ID.&amp;nbsp;&lt;/p&gt;

    &lt;p dir="ltr" role="presentation"&gt;For children’s passport applications, proof of the parent-child relationship is required, such as a birth certificate. A previous passport for a minor only serves as proof of citizenship and does not verify the relationship. Consent from both parents/guardians is also required.
