Congresswoman Scanlon Votes to Invest in America’s Economic Independence and Lower Costs for Pennsylvania Families

Washington, D.C. – Congresswoman Mary Gay Scanlon (PA-05) this week voted to pass the CHIPS and Science Act, a bipartisan bill to lower costs for American families, end our dependence on foreign manufacturers instead of American-made semiconductors, and turbocharge American R&D to ensure our economic and national security for generations to come. An amendment led by Rep. Scanlon directs the National Science Foundation (NSF) to fund five research-based STEM education hubs with the goal of recruiting more women and students of color to these fields.

Built from the ground up with rigorous support from the scientific community, this bill delivers on support for our supply chain and manufacturing efforts, lowering costs for Pennsylvania consumers and creating good-paying jobs that are here to stay. I’m proud to send it to the President’s desk to be signed into law.”


The bipartisan CHIPS and Science Act will:


  • Lower costs for American consumers by making more critical semiconductor components in America, helping end the shortage of chips that have driven up the price of everything from cars to consumer goods. 

  • Create 100,000 new good-paying jobs building hi-tech manufacturing facilities here in America.

  • End our dangerous dependence on foreign manufacturers by bringing critical semiconductor manufacturing back to America instead of overseas where it can be threatened by our adversaries.

  • Turbocharge American R&D by powering America’s preeminence in both basic research and next-generation technologies and ensuring that the technologies of the future are made here in America.

  • Diversify and expand the innovation workforce by broadening the pool of brainpower and talent to embrace the full potential of all our communities, helping to diversify our STEM workforce, and advancing regional technology hubs to ensure communities across the country can help in American research and development.
